Enhancing Readiness Against RN Trafficking: UNICRI Advances Practical Training for Operative Officers

In 2025, UNICRI conducted an advanced training course in Bratislava, Slovakia, equipping operative officers from Ukraine and the Republic of Moldova with the skills needed to detect and disrupt radiological and nuclear (RN) trafficking. Organised within the CONTACT – Black Sea Phase II initiative and hosted by the Slovak Police Department for Detection of Hazardous Substances and Environmental Crime, the training focused on intelligence-led operations and special intervention techniques.

In today’s complex security landscape - where the war in Ukraine has led to the loss of regulatory control over thousands of radioactive sources - preventing RN materials from falling into the wrong hands is more urgent than ever.

UNICRI’s tailored approach combines theoretical modules with immersive, scenario-based simulations, allowing participants to operate under real-life conditions. Officers practised all stages of RN counter-trafficking operations, from intelligence gathering and operational planning to tactical responses and personal safety protocols. The course also enhanced participants’ ability to assess radioactive materials encountered on the black market and apply key behavioural techniques during field operations.

Through the CONTACT – Black Sea project, UNICRI aims to institutionalise and sustain national RN counter-trafficking capacities in the region. Funded by the United Kingdom Department for Energy Security & Net Zero and the Norwegian Radiation and Nuclear Safety Authority, the initiative continues to foster practical, experience-based learning to boost operational readiness.
