The Toolkit for Responsible Artificial Intelligence Innovation in Law Enforcement

The Toolkit for Responsible AI Innovation in Law Enforcement (AI Toolkit) is a set of resources tailor-made to support law enforcement agencies to navigate the complex task of institutionalizing responsible AI and integrating AI systems into their work. It is intended to support agencies to both leverage the opportunities and tackle the challenges that AI presents.

The resources contained in the AI Toolkit can aid law enforcement in their enhancing their understanding, developing, procuring, and using of AI systems in a way that is aligned with human rights law, ethics and policing principles. In addition to providing a theoretical foundation, it also contains practical tools to support law enforcement agencies to put the theory into practice at each stage of their AI innovation journey.

Although intended for use by the law enforcement community, the AI Toolkit is also relevant and accessible to a diverse range of stakeholders, including industry, academia, civil society, and the general public.

The AI Toolkit was developed by the Centre for Artificial Intelligence and Robotics at UNICRI and the INTERPOL Innovation Centre, with the financial support of the European Union.
 

THE CONTENTS OF the AI Toolkit

The AI Toolkit is comprised of several resources, grouped into three categories:

These resources are supplemented with a README FILE, which serves as an introduction to the AI Toolkit, explaining how to navigate it and get the most out of its contents.

 

A COLLABORATIVE AND CONSULTATIVE EFFORT 

The development of the AI Toolkit was enriched through continuous collaboration with a multidisciplinary Core Group of Experts, established in November 2020, who met regularly to discuss and provide feedback on the key aspects or issues pertaining to the contents of the AI Toolkit. The process also benefited largely from comprehensive consultations with stakeholders from law enforcement, industry, academia, judiciary and prosecutors, and human rights experts and the general public.

 

NEXT STEPS 

With the launch of the AI Toolkit, INTERPOL and UNICRI move into the next phase of their work to advance responsible AI innovation in law enforcement. This will include, a web-based interactive version of the AI Toolkit, training to agencies on responsible AI innovation, mentoring senior executives in law enforcement agencies, and expanding the understanding of the constraints and factors behind public perceptions of law enforcement use of AI.
