The United Nations Interregional Crime and Justice Research Institute (UNICRI) and the United Nations Office on Drugs and Crime (UNODC) are pleased to announce the launch of a Crime, Justice, and Security Training Programme tailored for police advisors and diplomatic personnel engaged in crime, justice, and security-related portfolios at Permanent Missions in New York. Developed in collaboration with the United Nations Interagency Taskforce on Policing (IATF-P) and the Strategic Police Advisory Group (SPAG), this 10-week introductory course provides participants with a foundational understanding of institutional frameworks, emerging security challenges, and best practices in law enforcement and international cooperation.

Programme details
The training programme will run from 18 March to 22 May 2025, with sessions held twice a week on Tuesdays and Thursdays, from 13:00 to 15:00. Lessons will take place at rotating venues hosted by Permanent Missions in New York.
•    The programme consists of 40 hours of expert-led sessions.
•    Participation is free of charge, but limited to 40 participants on a first-come, first-served basis.
•    Lessons will be conducted exclusively in-person.
•    A certificate of completion will be awarded to those who attend at least 16 out of 20 lessons.
 

Why this programme?
This initiative is designed to equip police advisors and diplomatic personnel with the knowledge and tools necessary to engage effectively in UN discussions and negotiations on crime prevention and justice policies. Through a structured curriculum, participants will gain insights into UN mechanisms, international legal frameworks, and key thematic areas ranging from the rule of law and transnational organized crime to cybercrime, corruption, and counterterrorism. The programme will also examine human rights, gender-responsive policing, and the intersection of security and development in addressing global challenges.
 

Programme highlight
Each session will feature insights from senior UN officials, leading academics, and subject-matter experts. The curriculum covers:
•    Week 1: Institutional Foundations – The Sustainable Development Goals (SDGs), the Pact for the Future, the Rule of Law, and Human Rights
•    Week 2: Transnational Organized Crime – Legal frameworks, law enforcement cooperation, and emerging trends
•    Week 3: Trafficking – Addressing human trafficking, illicit goods trade, and financial tracking
•    Week 4: Cybercrime & Cybersecurity – Policy frameworks, international cooperation, and digital forensics
•    Week 5: Corruption – Anti-corruption frameworks, financial crimes, and institutional integrity
•    Week 6: Terrorism and Violent Extremism – UN counterterrorism frameworks, radicalization, and prevention strategies
•    Week 7: Hate Speech and Hate Crimes – Legal frameworks, misinformation, and law enforcement responses
•    Week 8: Environmental Crime and Climate Security – Links between crime, environmental degradation, and global security
•    Week 9: Violence Against Women & Girls – International legal protections, survivor-centred approaches, and law enforcement training
•    Week 10: Policing and Peacekeeping – UN policing frameworks, accountability, and the role of law enforcement in conflict settings
