UNICRI Conducts Training Sessions on Countering Radiological and Nuclear Trafficking in Ukraine

From 16–20 and 23–27 March 2026, the United Nations Interregional Crime and Justice Research Institute (UNICRI) delivered two training sessions on countering radiological and nuclear (RN) trafficking for operative officers from Ukrainian security and law enforcement agencies. The sessions were organized as part of the ongoing CONTACT–Black Sea project, funded by the Swedish Radiation Safety Authority (SSM), the United Kingdom’s Department for Energy Security and Net Zero (DESNZ), and the Norwegian Radiation and Nuclear Safety Authority (DSA).

The courses provided foundational theoretical knowledge to prepare participants for upcoming practical training on special operations aimed at countering RN trafficking. As part of a broader training cycle, these activities are intended to strengthen the capacity of national authorities to effectively detect and respond to RN trafficking incidents using intelligence-led approaches.

The training programme covered key topics including the fundamentals of radiation, detection principles and equipment, safety standards, commonly trafficked materials, the full cycle of intelligence-led operations, and post-operation procedures.

 

Background

The current phase of the CONTACT–Black Sea project focuses on strengthening operational capabilities in Ukraine and Moldova while also enhancing regional cooperation to counter the trafficking of radiological and nuclear materials. In response to partner countries’ needs, UNICRI will continue delivering advanced training for security and law enforcement officers, as well as improve inter-agency coordination and regional collaboration through dedicated workshops and table-top exercises.
